Previous means of incorporating nomadic tribes into the Chinese nation did not work. The nomads remained a threat from 221BC, when they first appeared, until almost the 19th century. Conventional military and political strategies proved unsuccessful when dealing with these tribes, therefore wall building became a necessity. Policies alternated, however, according to who was in power and the political climate at the time.
